Sign-on Letter Asking Congress to Protect Critical Postsecondary Data and Research Infrastructure

March 10, 2025

CHEPP recently joined 87 organizations and individuals, with the Postsecondary Data Collaborative, in urging Congress to take immediate action to safeguard the integrity, transparency, and security of postsecondary data systems. This letter is in response to recent actions by the Trump Administration that undermine education research and data collection that is used to inform policymakers, researchers, and educators in supporting student success and workforce development.

Sign-on Letter Calling for Congress to Fully Fund the Pell Grant

February 26, 2025

CHEPP joined over 100 organizations in signing a letter asking Congress to prevent the projected $2.7 billion funding shortfall in the Pell Grant program. A shortfall could result in a reduction of Pell Grant funding for the first time in over a decade, including fewer students potentially being eligible for Pell and cuts to the current maximum grant of $7,395. Any reduction of the Pell Grant would increase the cost of higher education for low-income students and their families.

Public Comment Letter Regarding Program Integrity and Institutional Quality

August 23, 2024

CHEPP submitted the following public comment to the U.S. Department of Education proposed rule on Program Integrity and Institutional Quality: Distance Education, Return of Title IV, HEA Funds, and Federal TRIO Programs. The letter focuses on the proposed rules on distance education and return of Title IV funds, specifically outlining some of the impacts these proposals may have on institutions of higher education and the students whom they serve. CHEPP conveys its support for increased data collection for distance education programs, shares ways that these programs regularly interact with students, raises concerns with institutions current capacity to take attendance as the department has proposed, and urges the Department to consider the needs of new traditional learners who seek out distance education programs because of their flexibility needs.

Public Comment Letter Regarding National Apprenticeship System Enhancements

March 18, 2024

CHEPP, the Competency-Based Education Network (C-BEN), and the Community College System of New Hampshire (CCSNH) submitted the following public comment letter to the US Department of Labor’s Employment and Training Administration Request for Information (RFI) on National Apprenticeship System Enhancements. The letter opposes the proposed elimination of the Competency-Based approach to Apprenticeship on-the-job training requirements. The letter shares how this change will negatively impact ongoing growth of apprenticeships into more sectors, particularly in occupations not traditionally served by apprenticeships, including education. It also explains how prioritizing time instead of mastery of skills or content impedes the ability for training programs to act nimbly and limits the ability to rapidly update programs that must respond to changing workforce needs.
